PAPER USE REDUCTION POLICY

As part of Romblon State University’s commitment to sustainability and in support of the United Nations Sustainable Development Goals—SDG 12: Responsible Consumption and Production and SDG 13: Climate Action, the University is adopting the Paper Use Reduction Policy.

This initiative underscores RSU’s responsibility to minimize waste, improve operational efficiency, and contribute to environmental preservation through the responsible and sustainable management of resources.

RSU Implements Vehicle Gate Pass System for Campus Security and Orderly Traffic Flow

Romblon State University (RSU) has introduced a Vehicle Gate Pass System to strengthen campus security and regulate traffic within its main campus. Effective April 1, 2024, all vehicles entering university premises are required to display a valid Gate Pass Sticker, to be issued by the Public Assistance and Security Office.

The initiative aims to ensure smooth traffic flow, reduce congestion, and maintain a safe and orderly environment for students, faculty, staff, and other stakeholders. Interested individuals may apply for a vehicle gate pass at the university’s main gate (Gate 2) and settle the corresponding fees:

₱200.00 – Four-wheeled vehicles (valid for one year)

₱100.00 – Two-wheeled vehicles (valid for one year)

₱150.00 – Franchised tricycles and private e-bikes (valid for one year)

This directive aligns with RSU’s commitment to campus safety, operational efficiency, and organized mobility. The university encourages strict compliance with this policy to support a well-regulated transportation system within its premises.

RSU Implements Single-Use Plastics Reduction Policy

Romblon State University has implemented a sustainability initiative aimed at reducing the use of single-use plastics across all campuses and university activities. Announced on February 27, 2024, the policy requires all employees and workers to minimize their use of disposable plastic items, including bottles, bags, cups, wrappers, utensils, and straws, and to shift toward more sustainable and eco-friendly alternatives.

Faculty members are tasked with raising awareness among students and encouraging active participation in the university’s green campaign. To emphasize the importance of compliance, the unnecessary use of single-use plastics will be treated as a violation of office rules, in accordance with the 2017 Rules on Administrative Cases in the Civil Service.

This initiative reflects RSU’s strong commitment to environmental stewardship, reducing its ecological footprint, and fostering a culture of sustainability within the institution.

RSU Implements Compressed Workweek and Work-from-Home Scheme

Romblon State University (RSU) is implementing a Compressed Workweek and Work-from-Home (WFH) scheme for the second semester of Academic Year 2023–2024. Announced by University President Merian P. Catajay-Mani, the policy requires employees to report on campus from Monday to Thursday, with Fridays designated for work-from-home arrangements.

The new work setup aims to promote work–life balance while ensuring operational efficiency and uninterrupted delivery of services. It is aligned with the Civil Service Commission guidelines on flexible work arrangements in government institutions. Fridays will be utilized for faculty development activities, training programs, and student contact hours.

To support effective remote work, the University has introduced WFH Monitoring Tools to track and manage off-campus work activities. This initiative reflects RSU’s commitment to adapting modern work practices while maintaining the quality of education and services.

RSU Strengthens Campus Safety and Sustainability through Responsible Mobility Policies

Romblon State University (RSU) issued Office Advisory RSU-DRRMO No. 010 s. 2022 on September 20, 2022, to enhance campus safety and sustainability. The advisory, signed by Edgar V. Andalecio, OIC, Director DRRMO, and noted by Tomas F. Faminial, Vice President for Administration and Finance, establishes new policies on parking regulations, speed limits, and vehicle restrictions within the university.

Effective September 25, 2022, RSU prohibits parking along the Main Road and Service Road to prevent traffic congestion and reduce accident risks. These measures prioritize safety and well-being by minimizing hazards for students, faculty, and staff. Additionally, restrictions on protruding vehicle parts and a speed limit of 20 kph promote an organized and accessible campus, ensuring safe mobility for all. The ban on motorcycles without silencers helps reduce noise pollution and fosters a healthier environment.

To implement these regulations effectively, the Head for Internal Audit on Infrastructure and Facilities will designate parking spaces for each college and unit. Faculty and staff play a crucial role in raising awareness and ensuring compliance with these policies. By promoting responsible transportation, reducing environmental impact, and ensuring safety for the university community, RSU continues to demonstrate its commitment to sustainability and inclusive development.

RSU Enforces Strict Compliance on Waste Management and Single-Use Plastic Ban

Romblon State University (RSU) is strengthening its commitment to environmental sustainability by enforcing strict compliance with the Ecological Solid Waste Management Act (RA 9003) and the Single-Use Plastic Regulation and Management Act of 2022 (Senate Bill 246). The university mandates all deans, directors, and incident commanders to ensure proper waste segregation, promote the use of reusable materials, and conduct daily monitoring of waste management practices. Violations of these regulations may result in penalties ranging from ₱5,000 to ₱500,000, along with the permanent suspension of business permits for non-compliance. Government employees, including those at RSU, are also expected to adhere to these policies without administrative leniency.

To further support sustainable practices, RSU encourages research and development on alternatives to single-use plastics while assessing the environmental impacts of the plastic industry. This initiative aligns with the university’s broader mission to create a cleaner and more responsible academic environment. By fostering awareness and proactive waste management, RSU continues to lead efforts in reducing plastic pollution and promoting sustainability within the campus and the wider community.

Solid Waste Management Segregation and Collection Polic

Romblon State University implements a Solid Waste Management Segregation and Collection Policy to ensure proper handling of biodegradable, non-biodegradable, and recyclable waste across all offices and units. The policy mandates full compliance with waste segregation procedures to support campus cleanliness and environmental sustainability.

Under this policy, only properly segregated waste will be collected by the APSPCO Office. All university personnel and offices are required to follow the segregation guidelines to maintain an orderly and eco-friendly campus environment.
