Dr. Gianinna Elaine M. Labicane is the Vice President for Student Affairs and Services at Romblon State University. She holds a Doctor of Philosophy in English degree from the Manuel S. Enverga University Foundation (MSEUF), a Master's degree in Education major in Teaching English as a Second Language from the University of Perpetual Help System- JONELTA, and Bachelor's Degree in English from the Marinduque State University.

As Vice President, she is responsible for shaping and overseeing the university’s strategy for student development, welfare, and global engagement. This role involves setting institutional directions, approving policies, and ensuring that student services—such as guidance, health, scholarships, student organizations, inclusivity programs, and support for marginalized groups—are responsive, equitable, and aligned with national and international standards.

Dr. Labicane concurrently serves as Director of the International Relations Office, where she leads the university’s global engagement agenda, including international partnerships, academic mobility, global rankings participation, and sustainability-oriented initiatives. In her executive roles, she provides strategic oversight for student development, inclusive support systems, and internationalization policies across the university.
