Dr. Emelyn F. Montoya is the Vice President for Academic Affairs of Romblon State University (RSU). She holds a PhD in Educational Management from the Philippine Normal University (PNU), a Master’s in Business Administration from RSU, and a Bachelor’s in Business Education from the Polytechnic University of the Philippines (PUP).

With over 30 years of teaching and leadership experience, she has served as VP for Research, Extension, Development, and Innovation, the first University Quality Assurance Director, and Dean of the College of Business and Accountancy for more than a decade. Her leadership has driven RSU’s ISO 9001:2015 certification, and successfully streamlined the research unit’s operations and management and improved its overall efficiency.

A researcher, conference presenter, and AACCUP Accreditor, Dr. Montoya has represented RSU in local and international events, including the 16th International Conference on the Future of Business in the Digital Economy in Pakistan, AUN-QA trainings in Thailand, Malaysia, and Vietnam, and NAFSA 2025 Annual Conference & Expo in San Diego.

Beyond the academe, she is an advocate for community development and women’s empowerment, recognized as one of the Five Outstanding Women Awardees of 2023 by Alpha Phi Omega Southern Tagalog Administrative Region–Section 5C Romblon, and served as the first President of the Local Council of Women in Odiongan. Dr. Montoya is one of the few leaders who strikes balance in serving the academe, church, her family and the community.
